Software Developer of Substitute Tax Forms

If you are looking to develop and produce substitute tax forms to be included in tax prep software packages, we have consolidated the information, forms specifications, and grid layouts needed in an access-controlled website.  In order to gain access, you must obtain approval from NCDOR. 

Follow the steps for Letter of Intent and submit the form as instructed.

For questions concerning the reproduction of North Carolina tax forms, you may contact Vendor Support at 919-754-2625 from 8:30am to 4:30pm Monday - Friday excluding holidays. 

Attention Forms/Software Developer

  • You should follow the requirements provided when creating North Carolina substitute tax forms
  • North Carolina prohibits the use of the Web and Web-fill versions in software tax products.
  • If your software company has plans to make system enhancements/technology upgrades, you are advised to contact the Department regarding your software vendor forms. Changes to your system may require additional sample forms to be submitted for testing to ensure your product continues to coincide with already approved software developer versions.
