Charlotte Businesswoman Charged in State Tax Case

A Charlotte businesswoman was arrested Monday on felony tax charges filed by the North Carolina Department of Revenue.

Stephanie Ann Holbrooks, 46, of 1025 Huntington Park Drive, Charlotte, was charged on October 23, 2017 with two counts of Embezzlement of State Property.

Arrest warrants allege that Holbrooks, Chief Financial Officer of Appian Construction, LLC, located in Charlotte, aided and abetted the business to embezzle, misapply, and convert to its own use $245,579.00 in North Carolina Withholding Tax during the period of August 1, 2010 through December 31, 2016. During this period of time, Holbrooks was the
responsible person of Appian Construction, LLC and was under a duty to collect, hold in trust, and remit North Carolina Withholding Tax to the North Carolina Department of Revenue.

Holbrooks appeared before a Wake County magistrate and was placed under a $100,000.00 secured bond. A first appearance was scheduled for October 24, 2017 in Wake County District Court in Raleigh.

The charges against Holbrooks resulted from an investigation by special agents with the Department’s Criminal Investigations Section in Raleigh.
