Chatham County Man Charged with State Tax Offenses


RALEIGH – A Chatham County man was arrested Tuesday on one felony and four misdemeanor tax charges filed by the North Carolina Department of Revenue.

Ralph Richard Lasater, 70, of 96 Garden Trace Lane, Pittsboro, was charged on May 26, 2015 with one count of  Embezzlement of State Property and four counts of Willful Failure to File Return, Supply Information, or Pay Tax.

Arrest warrants allege that Lasater, managing partner of Community Planning & Architectural Associates, PLLC, aided and abetted the business to embezzle, misapply, and convert to its own use and otherwise willfully or corruptly abuse the states trust in the amount of $1,920.00 in North Carolina Withholding Tax during the period January 1, 2013 through December 31, 2013. During this period of time, Lasater was the responsible person of Community Planning & Architectural Associates, PLLC, which was under a duty to collect, hold in trust, and remit North Carolina State Tax to the North Carolina Department of Revenue. Additional warrants allege that Lasater was required to file North Carolina Individual Income Tax Returns for the tax years 2010, 2011, 2012, 2013, but willfully failed to file the returns.

Lasater appeared before a Wake County magistrate and was placed under a $2,000 secured bond. A first appearance was scheduled for May 27, 2015 in Wake County District Court in Raleigh.

The charges against Lasater resulted from an investigation by a special agent with the Department’s Criminal Investigations Section in Raleigh.
